Long after most railroads had abandoned their 0-4 -0 switchers for more powerful models, the Pennsylvania designed the largest 0-4-0s ever built, sharing many design features with Pennsy road engines. The 47 A5s, paired with sloping after-deck tenders that increased the engineer's visibility, were brawny shifters - PRR men didn't call them switchers - valued for their combination of hauling power and agility in the tight curves and narrow streets of urban industrial areas.
